The development of this standard was hosted by the American Society of Safety Engineers (ASSE), which served as secretariat for the development of the standard. Each of the substantive subcommittees was chaired or co-chaired by a NESHTA member, most of whom are CETs.

The standard is divided into seven parts and three annexes. The parts are:

• Training Program Administration and Management
• Training Development
• Training Delivery
• Training Evaluation
• Documentation and Record Keeping

The three annexes cover References, Training Course Development Guidelines, and Training Delivery. A “Day of Training” checklist is also included. The entire document comprises thirty-two pages.
