CET Board of Certification Purpose and Membership

The CET Board of Certification (BOC) is an independent board of the National Environmental, Safety and Health Training Association (NESHTA). The BOC meets twice annually, often in conjunction with NESHTA events.

Following is an excerpt from the CET Board of Certification Policies and Procedures:

Statement of Purpose

The Certified Environmental, Safety, and Health Trainer (CET) is a voluntary certification designation awarded by the Certified Environmental, Safety, and Health Trainer Board of Certification ( the Board ), an independent body of the National Environmental Training Association, Inc. (NETA) (doing business as the National Environmental, Safety, and Health Training Association (NESHTA)).

A. The purpose of the Certified Environmental, Safety, and Health Trainer (CET) certification is to recognize individuals who have met standards established by the Board for:

  • experience in the assessment, design, development, implementation, evaluation and management of training; and
  • experience in one or more environmental, safety, or health technical specialty areas; and,
  • recommendation by persons familiar with their work; and
  • successfully passing a test designed to measure their knowledge of the basic principles of training adults; and
  • successfully passing one or more tests designed to confirm their knowledge of the technical area(s) for which they apply for certification; and/or
  • possessing and continuing to maintain another qualifying certification, license, or professional registration approved by the Board; and,
  • continuing to meet re-certification requirements through continuing experience and education.

B. The purpose of the Certified Instructional Technologist (CIT) certification is to recognize individuals who have met standards established by the Board for:

  • experience in the assessment, design, development, implementation, evaluation and management of technical and/or scientific training; and
  • experience in one or more technical and/or scientific fields of endeavor; and,
  • recommendation by persons familiar with their work; and
  • successfully passing a test designed to measure their knowledge of the basic principles of training adults; and
  • continuing to meet re-certification requirements through continuing experience and education.

The Board of Certification

A. Membership

1. The Board shall have no fewer than seven (7) or more than fifteen (15) members, the majority of whom shall possess the Certified Environmental, Safety and Health Trainer® (CET) certification awarded by the Board. Those members not possessing a Board certification shall have a professional area of practice that substantially includes or overlaps CET specialty areas defined in Section II, Paragraph C.1.

2. The members of the Board shall be selected by the sponsoring organization, NESHTA, with the following provisions and exceptions:

a. NESHTA may select up to two-thirds (2/3) of the members;
b. NESHTA may select members recommended by other cooperating organizations, with no more than two (2) members from any other such organization;
c. NESHTA shall select a Public Member, who shall not possess a certification offered by the Board, as a member of the Board; and
d. The Board itself shall select up to one-third (1/3) of the members (exclusive of the NESHTA selections).

3. Those members of the board currently not holding a Board-awarded certification may not, during their term of service on the Board, nor for a period of three (3) years after their service, sit for any Board-affiliated certification test.

B. Term of Service

1. The term of service on the Board (except the Public Member) shall be three (3) years.

2. Members of the Board may serve no more than two (2) consecutive three-year terms.

3. The Public Member shall be exempt from these limitations and serves at the pleasure of NESHTA.

4. Members of the Board may reapply for Board membership after a three-year hiatus. If no new applicants are available to fill positions, former Board members may re-apply after one year.

C. Specialty Areas and Panels

1. The Board shall offer certification in Instructional Technology and at least one of the following:

a. Specialties for which the Board maintains its own technical specialty area tests, and/or
b. Psychometrically validated third-party tests.

2. Additionally, the Board may recognize other certifications, licenses, or registrations where the qualifications are substantially equivalent to those required for the Board s own certifications.

a. The Board shall maintain tests for:

(1) Emergency Response
(2) Instructional Technology
(3) Occupational Safety and Health

b. The Board will use tests in the areas of wastewater and water operations offered by the Association of Boards of Certification (ABC) for:

(1) Wastewater Collection and Treatment
(2) Water Treatment and Distribution

c. The Board recognizes registrants of the National Registry of Radiation Protection Technologists (NRRPT) for Radiation Protection.

3. The Board shall organize itself into separate Test Maintenance Panels for each area for which the Board maintains a content test as listed above in Paragraph 2.a of this Section. Test Maintenance Panels are not required for the specialty areas listed above in Paragraphs 2.b or 2.c of this Section.

4. The Board Chairperson shall select and appoint from among the members of the Board, as required, ad hoc Special Activity Panel(s) for the purpose of dealing expeditiously with matters brought before the Board regarding:

a. the recognition of, the continuing recognition of, or discontinuing the recognition of voluntary certifications, licenses, and registrations in lieu of testing, and
b. any matters not otherwise assigned to a Test Maintenance Panel.

5. All Panels shall comprise at least two (2) members, plus the Chairperson as provided in Paragraph 8 below.

6. Members (other than the Chairperson, acting ex officio, and the Public Member) may serve on no more than three (3) Test Maintenance Panels, and no more than two (2) ad hoc Special Activity Panels.

7. Except as provided in Paragraph 8 below, Panels are responsible for all decisions relating to matters within its designated specialty area, and a vote of the Panel is considered a vote of the Board.

8. The Chairperson shall serve ex-officio on all Panels. In the event of a tie vote within a Panel on any issue the Chairperson is empowered to:

a. Make a tie-breaking vote, if the Chairperson is technically qualified to do so; or
b. Appoint another member of the Board (who possesses appropriate qualifications) to the Panel temporarily for the specific purpose of resolving this single issue; or
c. Appoint an outside (non-member of the Board) expert in the matter at hand to the Panel temporarily for the specific purpose of resolving this single issue; or,
d. Bring the decision before the entire Board for decision.

9. If the Chairperson disagrees with a decision or vote made by any Panel, he or she may elevate the decision in that matter for action by the full Board.

10. The Public Member, in consultation with the Chairperson, may serve on any Panel and as many Panels as he or she may choose as appropriate. Panels are encouraged to draw on the knowledge and resources of the Public Member, whether or not he or she is a member of that Panel.
